Stephen graduated from the USC Law School in 1973 after graduating from the University of Georgia with a Bachelor of Arts in Economics. During law school, Stephen was a member of the USC Law Review.

Stephen married Peppy Surasky in 1971 and has 2 children and 4 grandchildren.  He has lived in Aiken for most of his entire life.
